I've read through your post and I still think a mastery based threshold system would address the issue better instead of by characterbasis.
Yes, it can negatively affect undersized squads, but 7* mods could add mastery (you could have the only access by crystals or SM3) which is rewarding investment in that way. As it is right now, pushing 1 or 2 damage dealers in a team will be the way to go over investment in the whole squad.
As you've proposed the system, I can R9 solo characters (Wampa, Malak, Bane, Darth Maul, GAS or GLs) and neglect the rest of the team and I'm going to win over players who invest in a wider roster. It's not encouraging me pushing up the whole team like I think you're wanting it to.
