As I read this, it sounds as if getting newer character to relic will be faster than legacy characters, then I think it would be nice to update the guild gear gifting system to include all gear to collectively help the smaller accounts to get caught up.  In addition, as accounts get older, I see benefit in being able to gift ability mats and mods in the guild.  Not what you are working on, but having an all relic account with 250 unequipped mods, and 420 zeta mats, I would love to be able to help my guildess with my excess.
