so mods, relic, datacron now work for lvl 1?

GAG, ships 2.0 where? This delta and permanent win Levi?

R9 already have more stats then r0-8 -> lives longer and deals more damage. This is the progression this whole post was about. Now we'll have R10 with a +1000% modifier via relic?

What about the status that doesn't appear at lower levels of the relic?
How will this simplify PVE if there are already r8 and lvl 90, and other "event characters" modifiers?
