Thanks for the explainations and honestly big credits to CG for communicating and discussing this highly controversial change so openly and involving testers and the wider community. However many people are not satisfied with your reasoning and there are still many questions open.
You realized correctly that R9 is currently not giving the intended power bonuses you wished for and people are not invested in it apart from requirements, few tanks and GLs partly due to the power scaling design but for even more players also due to its scarcity.
The conclusion normal developers would draw from it would be: A) Make it more accessible so people can encounter with in more meaningful ways and then add R10, so the elite has a new carrot to reach out for. B) Make R9 more powerful in a balanced way (which is definitely hard but not impossible) instead of artifically bloating up its power to ruin most of the strategy element in the game (especially for the majority of players, who dont have so many high relics yet, but who are able to somehow punch Up by making the right strategic decisions including targeted farming investment, modding and DCs).
The argument that there is no content for R10 is even more ridiculous. Is it not your job to create those engaging contents then, like you already did with R9 and all the extra rewards in the latest events?
Please CG, if you want this game to survive for the coming years, be innovative. We understand that you have to earn money and monetization (in this case of relics) is a natural element in modern live service (mobile) games. Do remember people want to have a good time in the game and fun. Dont kill the strategic element that we all enjoy so much, we dont firstly enjoy the micro managemnt aspect of where to invest our relics. The letter should NEVER be the core of the game. Or in other words: If monetization becomes to obvious (which is already hard to ignore), players (and potential customers) LEAVE.
