I used the comparison because of jabba and bane because jabba is one of the few cases that the ability doesn’t mention “can’t be evaded” and I’m saying this with 10000% certainty, Bane’s dispel Cannot be evaded. I have a copy of the ability description that the game uses to decide what the ability doesn’t on my laptop. I can copy paste it if you want. the reason the dispel cannot be evaded but the damage can be is because the damage query can be evaded.
As for whether the description determines the way the ability works, I think it’s a mixed bag which one wins. But in this case it’s actually irrelevant. The text is happening exactly as it says. There is 2 dispels before the damage.
If it was a big enough issue they could change it so that the damage can’t be evaded and it would get the desired effect, but even then they would need to change the ability text. When the ability text agrees with the code and the devs say it’s WAI it is absolutely WAI
