Most players (i guess 95%) will not reach T3. Which means we are getting some shards for the new toon. So those other four tiers don't even matter.  Why not develop sonething where most of the player base will actually get some gear  to progress. 7 shards?  It's 330 to full level a toon. That's literally a drop in the bucket. Is it expected for players to take 6+ months to farm new toons that no one has heard of? The pace of developing toons is way too slow.
