Yeah I have an account with 3* lvl 7 STLuke can’t even do the first tier at all. Have my main with a level 16 STLuke can’t even do second tier! Ridiculous
i think they are saying tier one will have more feats so the quest can be done at only that level
the quest is complete 3 era challenge feats. Assuming CG are nice enough (so probably not) to put 5 feats on each tier like they did with the old galactic challenges, as long as you can complete the first feat you should be able to do all of em
