What about how jar jar is not counter attacking either.

    I see that jar jar counter attack after the shield generator is destroyed.

    That may not be a bug - he has +1000% evasion while the generator is active, so he dodges enemy attacks, which doesn't lead to counters.  Once the generator is destroyed, he did start countering for me.  (I could be wrong, though, considering how buggy this game is)
