(Can't even get EA Help to acknowledge this, all they know how to do is spit out canned answers based on keyword searches. Or whatever it is they are doing over there.)
From our end (customers/players), it sure looks like there was a simpler solution. Instead of sending out another complete datacron, you could have just sent out the mats to level one from level 0 to level 15. That would have fixed everything except the fact that people spent money expecting to use this in GAC.
All these other efforts to fix seem to be needlessly complicating the whole situation, and generating a lot more "work" for your EA Help team.
Maybe in the end we'll end up with a second cron, but a whole week of GAC is affected and you have a lot of paying customers who are unhappy.
