How on Earth or Geonosis or Coruscant could it NOT be the fault of the QA team? We all know how cheap CG&EA are so I have no problem believing they don’t allocate enough resources for extensive or even adequate testing. I think the continuous train of bugs that’s been rolling for years is evidence of that. However, and this is a pretty big however, even the big desks at game companies understand they lose money when things fail and failures are prevented by testing. I absolutely cannot and will not believe that CG was prevented from doing any testing by policy. Apathy or incompetence? Sure, that I can believe. So they either chose not to test at all or they decided to only test it against the fleet it was designed to counter while completely ignoring the current meta.

What? This is a joke, isn't it? You release a ship, where it is clear, that Exec is stronger against Levi, people spend money and crystals and then you announce that it might be nerfed because it was not intended?
Ok, if you roll back the event, roll back the money and crystal spent, then it is an mistake what can happen in software development. Keeping the money and adding nerfs is a kind of rip-off.

There are 3 Meta fleets in SWGOH. Profundity beats Executor most of the time but on Defense Executor defeats Profundity. So what possible thought process went into making it so Executor will unequivocally beat Profundity 100% of the time whether on offense or defense?
Levi requires 2 R9 characters, one of which is a Tier 5 journey event, 3 R7 characters, and 2 R5 characters, a Conquest character, and a Conquest ship. Executor NOW easily takes out Levi and only requires 2 R8 characters, 4 R5 characters and one character that's a tier 3 Journey event pilot to unlock. Add a 3 star ship and all of a sudden Executor is instant God mode? Who had their head very far up where the sun don't shine when thinking this was a good idea? Even Profundity requires 1 R9, 1 R8, 1 R7, and 4 R5 characters to unlock. And frankly, Profundity WAS on par with Executor because Profundity was only effective as an Executor counter on offense because Profundity AI on defense is garbage.
Then let's talk about the fact of why did Executor even needed another ship? 2 Rebel capital ships with only 1 viable fleet, 2 Galactic Republic Capital ships with 1 viable fleet, 1 First Order Capital ship which is short 1 ship, 1 Separatist Capital ship short 2 ships, 1 Resistance fleet short 2 ships, 3 Empire Capital ships but really 2 Empire and 1 Bounty Hunter Capital ship hybrid. The 2 Empire only Capital ships only have enough ships for 1 viable fleet. The Bounty Hunter/Empire Capital ship WAS short 2 ships but because it's a hybrid could pull from Empire ships to fill it. The BH/Empire Capital ship was NOT hindered by the lack of those 2 ships to be meta but every other Capital ship that can't field a full roster is heavily gimped. So, you drop a ship that makes the BH/Empire Meta Fleet into an "I win button"?
Even for the short period of time that the Levi was the top meta there were and are Fleets that could beat it; just not with any regularity and is otherwise known as RNG. It took me 10 months from Levi's release to unlock it and another month to get it to 7*. Less than 4 months and it's now effectively "trash" because an already Meta fleet is made way OP because of the addition of a 3* ship that's easily attainable, into a fleet that doesn't require the same level of gaming effort to obtain. A 3 friggen star ship that erases all the work, effort, and money put into both Profundity and Levi. Appropos military acronyms are BOHICA (Bend Over Here It Comes Again) and FUBAR (Don't think you want me to or that I need to expound upon this last acronym.

It's not the fault of the QA team because there isn't a QA team. I don't know how you can draw any other conclusion.
The real question, to the dev team, is "did you guys even unit test??"

Because Punishing One is not even doing what it was advertised to do. Its not even stopping the counter from Finalizer. It is only a SLIGHT improvement to defense. If they nerf the ship to stop it from beating Leviathan it will probably become a defensive DOWNGRADE at that point. The ship was supposed to become a defensive anchor. It is not. But it surprisingly has become an offensive powerhouse. But you know CG.. if they nerf this.. they won't spend the time to alter the kit so that it does what it was advertised to do. They will just defang it.
