Seeing a couple bad ideas on how to fix this.
Just add to Rolo's Lead (reduced to 20% if there is a GL present).

If you wanna make it more interesting, reduce the TM gain overall, but change the TM gain to anytime. This strengthens characters who can call a Sana assist.

Reducing TM gain in either case makes it so you need to get supplemental TM from older rebel toons. Ackbar, Princess Leia, Hoth Rebel Scout, StormTrooper Han, etc.
