Two question:

Is the picture on top a Meathead original?

In his unique, the tm gain on enemy tm gain, when can that happen? Only at the start of battle? And do the 50% have to come in one go or can it be many little increments?

Answer: 

When any enemy starts a turn, the counter begins. If they should gain 50% TM before any bad batch ally gets to take a turn, then Bad Batch allies gain 15% Turn Meter and the counter is reset. If they don't gain 50% Turn Meter before a Bad Batch ally takes a turn, then at the start of that Bad Batch ally's turn, the counter gets reset.
