So each time JMMW does his basic, assuming it isn't on a Galactic Legend or a raid boss, is it just the target enemy getting Shatterpoint? Or is it all enemies?
Or is it his squad of Jedi Vanguard?

No, it doesn't. It's clear if you read carefully. "Them" refers to the singular enemy, which is a correct use of the pronoun "they" in English when you don't know if the person you're referring to can also be described as male or female (he, she pronouns).
If Mace's whole team is JV, then he applies Shatterpoint on basic to the target enemy.
