A better solution could be to tweak the Leviathan's kit or the Sith Fighter's to call out the Punishing One in a way that would neutralize the advantage it gets versus that starting lineup. This would have the dual effect of making a very old ship more useful while also protecting the heavy investments into relic 9 Sith Assassins that a great many players have made to stay on top during Leviathan mirror matches. Altering the TIE Dagger in the way you're describing well merely create a new arms race towards relic 9 Sith Troopers and we'll be back in the exact same place as we currently are in mirror matches, only at a very heavy cost to players that they shouldn't need to make to balance out an oversight by the developers when designing the Punishing One. Rant over, but this would be, by far, the more player friendly option than altering the TIE Dagger.
In top players have always relic 9 and max tier VI E speed mods with their fleet arena or squad arena or Grand Arena and Territory War and Rise of Empire. No Raid because raid melt in next April.

Not me sunshine, I worked very hard to get Lev then very hard to built up the fleet for it including Sith Fighter Pilot, I can't afford another relic 9 for TIE Dagger pilot at this point. The people getting most punished here are
1. people like me who will have trouble in Lev mirrors for ages when this is implemented the way they say
2. people who went for Proffy rather than Exec despite it being more expensive
3. people who thought they could spend a few crystals to get a cheap counter to a far more expensive fleet knowing it was a mistake that slipped through
(not got a lot of sympathy for the latter group)
