I think Rouge one should be beating leviathan, I mean executor with P1 is also beating leviathan and nothing was done about it. If you want to rebalance the fleet meta instead of nerfing rough one or buffing leviathan why not just release a new ship for leviathan in 3-6 months to rebalance the fleets. Buffing the leviathan and nerfing other fleets is getting old.
