No its more about them not landing enough debuffs / gaining ferocity to get their ult. Its why it works when you go second on the openign and their sith fighter at the start.
Which still will leave you vulnerable to the executor who can probably nuke your tie dagger on turn 1. Remember it gains 5 speed, so it's still going to go before your leviathan. And with no b28 to taunt you mass swarm the dagger and it's basically going to be dead.
They've legitimately done nothing but make mirror matches with the b28, fury and dagger a coin flip, as well as nerfing our 1 reliable non mirror match counter.
No turn meter gain if the enemy capital ship is sith. Thrawn isn't a sith.
