I think this is a good change, broadly;

  • new players will feel like they can be competitive in the game (bringing in new players and a source of funding for CG)
  • it keeps legacy relevant for 70% of content and all Era moves to legacy keeping it relevant into the future
  • removing some of the issues with gear up

I think this still misses some of the pinch points on Kyros which have also become a trading point for relic materials. I think a potential solution is to halve or two-third the volume of kyros required for legacy character.
