The simple answer is, you don't.
There is no real party system in this game, you have to start a game and hope that your friends are able to get into the game before it fills up and even at that the odds are they will be stuck on the wrong team, fighting against you.

This isn't entirely true, on Xbox One it is much easier to bring your party into a game with you. It's fairly easy to get everyone onto one side considering plants are out numbered in most games.

I'm speaking from personal experiance as a level 153 who's completed the stickerbook and put in over 120 hours of play. Most of the time when I try to match up with friends either the game if filled before they can all get in or half of them are on the wrong team.

If you all try to be plants it isnt very difficult.
I know there isnt the party system implemented that most people would want, but there is one there

Congrats on your rank and finishing the stickerbook! I agree, the hardest part on Xbox One I've had was getting everyone on the same team. Joining hasn't been a problem, but joining in progress is difficult on Xbox One. Although the party system is much better than that of the Xbox 360.
The best way to play with friends is all be in the main menu, create your party there and invite everyone to party and game. This will ensure you're all in a game party; then one person join a game mode and all others will get an invite.
Getting everyone on the same team is the tricky part, but switching to plants usually makes things easier as they're most often out numbered and people often want to switch to zombies.
