There are 2 different settings in Windows to check. One is in display settings & the other is the power saver settings. If you've checked both, be sure you have the newest updated drivers for your graphics card.

There are some posts out there saying that Windows version 1809 seems to have issues with keeping the adaptive display settings off. If you have the latest driver for your graphics card, you can try rolling back to an earlier version.
I know if I have SimCity running, but not actively using keyboard or mouse, the OS doesn't interpret the simulation as "running". I think this is what is causing your display issues, not the game itself. If none of these options help, you may have better luck searching for solutions in Windows or the manufacturer of your tv for answers. I hope you can find the issue and get back to Happy Building!
it happens while i actively using the game keyboad and all. it also now starts as soon as i am in the game menue, before loading my game. and it never happens outside the game not even when i am doing nothing. i have set the setting "energy saving" on "switching off the monitor after 30 minutes" ... no dimming. there is also no adaptive brightness option in my windows. and i definitively switched it off on my TV because i found it annoying as soon as i saw it once.
it also only happens when i am not playing on fullscreen mode in native resolution in the game. if i am playing on the resolution my monitor is set, the games stays bright. so i changing resolution in game changes the behavior. i just cant play on the reslution of my monitor because the game has no adjustable text size and i cant read anything on 1920x 1080,- BlackjackWidow6 years agoHero (Retired)
That is certainly very unusual. The fact that it only happens in windowed mode does seem to point to some display setting, or a driver. Still may be worth checking graphics & display drivers.
It might help to set windowed mode & resolution via command line, just in case the resolution is the culprit. To do this:
Launch in windowed mode and force a lower resolution via command line: In Origin, right-click the SimCity icon and choose "Game Properties" > click the "Advanced Launch Options" tab > type "-w -r:1600x900" (without the quotation marks) in the "Command Line Arguments" box. Note: Use a resolution that your display supports. You can test which resolutions work best for you. Some examples: -r:1600x900 -r:1024x768 -r:1920x1080
no it HAPPENS in fullscreen mode when i do NOT use 1920x1080 which is the resolution i use in windows.
i didn try window mode in any resolution because i wouldnt be able to read then either because than i wouldnt scale the text.

If you force the windowed mode and resolution via command line, following the directions in my last post, you can choose a different resolution for the window, one that you can read.
I dont try to be difficult but... maybe its my english, i am not a native english speaker but i dont see how running the game in windowed mode will make the text bigger. or how it would be different from choosing the windowed mode vio game options. it will just change the window size. means the text will be too small in any resolution
in fullscreen using a smaller resolution than i have set in the OS it will stretch the 1440 window to a 1920 size and "stretch the pixiels" making the text bigger with it.
i made a driver update and started with the launch options. good news is that it doesnt get dimmed in windowed mode, bad news is, i actually cant read in the small window. and it gets dimmed as soon as i get back to fullscreen mode.- BlackjackWidow6 years agoHero (Retired)
Your English is very good, I guess I am not explaining well. If you use these steps, you can make the resolution different in windowed mode.
1. In Origin, right-click the SimCity icon and choose "Game Properties" > click the "Advanced Launch Options" tab
2. type "-w -r:1024x768" (without the quotation marks) in the "Command Line Arguments" box. Save this command
The "-w" tells the game to start in windowed mode.
The numbers after the "-r" is the resolution you want the game to use in the window. Try different ones to see what works best for you. Some examples: -r:1600x900 -r:1024x768 -r:1920x1080
Very glad to hear the dimming problem is solved with the driver update. Now let's try to get the right resolution so you can read the text.
thanks but it seems i am not able to explain my problem properly.
the diver update did nothing. running the game in windowed mode makes it not dimming BUT whatever resolution i use in windowed mode only changes the size of the window. so there is no resolution in window mode in which i am able to read the text because the text size is always the same. changing resolution in windowed mode only changes the window not the content.
and there is no difference in behavior if i force the windowed mode via start parameter or through game options. so i wondered why you think it would do something.
so i resigned to changing the resolution of the operating system as long as i play. its very annoying because it throws my desktop in disarray, but if i change the OP resolution and set the resolution in game to it and play in borderless window it looks like fullscreen, is big enough and doesnt dimm. i just hoped i would find a solution that doesnt include so much "work" around it everytime i play. *sigh*

@VolpinaLadra I am sorry that this didn't work for you. It is very strange, I have never had the command line resolution work like that - changing the size of the window, not the resolution of the game.
Maybe it's something different with the tv instead of a monitor, or possibly a driver issue. It's just so strange. You could try just setting the game resolution setting, but don't force the windowed mode. Make sure you're using the hyphen in front of the switches, too.

Unfortunately I am out of town without access to computer, so won't have a chance to try anything else for a while. If I come up with any other ideas, I'll let you know.
