(I think that exception file was when I was running Vista compatibility, I can give other files for regular Windows 10 as well if needed)

Have you always played the game on this machine?! I know that
Dell machines with AMD graphics card often have problems with Spore.
I see the game is from Steam, here's the link to the hardware conflict

Therefore it may be a hardware conflict or a gaming strategy error.
What can you do
Delete the Graphic Cache and optimize the correct screen resolution

Increase the cache memory in Spore, keep an eye on my pic
Start the game and click on the link side on the button "Options" > Settings
Make sure that the savegames aren't broken
Start a new game and play, if all runs well, then its a ingame fault
