Fixed for me

The fault is because the game/pc is recognising other peripherals as "player 1"

How to fix this in the case of an Xbox one controller is connect via USB cable restart the PC, then press so the lights start flashing. The controller will connect as player 1 instead of anything else. 

This has resolved the problem for me, and I imagine that everytime you restart your PC you must do the same. 

In the instance of an 360 controller connect wirelessly this should work with the same method but just get the lights flashing before restart commences.

    @RedWolf8778 Yep, I found that a dongle for an old controller I wasn't even using anymore was still plugged in and taking over player 1, once I removed it, suddenly all was right, So odd that the problem is specific to Jedi though, this is the first time I've had this issue with a game with the same hardware.
