Can't travel to another planet.

Summarize your bug When trying to travel between planets for the first time in the mantis the game tells me the game must be fully downloaded in order to travel between planets yet my game finished downloading hours before this problem.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? After visiting the vault and returning to ship try to use hologram to travel to other planet
What happens when the bug occurs? unable to progress game, unable to travel between planets
What do you expect to see? i expect to be able to use the hologram in the ship to travel to another planet
