Stuck at Prison Block - Cannot interact

Summarize your bug I'm stuck at the prison block on fortress inquisitorius, because the game won't let me interact with the console, which is what I'm supposed to do (found out from a walkthrough).
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Go to the prison block, there's a console on the upper level which I can't interact with
What happens when the bug occurs? The game doesn't move forward!
What do you expect to see? I expect to interact with the console and move forward.

This is so frustrating. I've gotten this close to completing and now I can't make any progress
