yes windows 7 and changing settings also didnt help
Welp, now we get to sit down and wait then I guess!
Last question, as it's a weird phenomenon which I don't know if it's related: is your RAM usage capped at 8gb max when playing? like the game will try not to go over 8gb total system RAM usage. I have 16 gigs and its weird seeing the game absolutely fail when "loading" stuff yet not going over 8gb ever.

nope its eating like 11 GB ram but i got 32 so thats not the problem.... but as i wrote before during those cutscenes CPU usage goes crazy... so you should also check that
I have 32GB of RAM as well on a i9-7900x at 4.5Ghz with a Radeon Vega 64 liquid cooled card at 2560x1440 Ultra preset. I did turn off the whole scale resolution thing as well because I find the game runs at a good 110fps average most of the time on my system with DX12.
Its weird because like you said it runs very well during normal gameplay, its just all the cut scene transition stuff where it is very jumping and ruins the emersion of the SP story.

Campaign cutscenes actually crash my computer with Windows stop code: WHEA_UNCORRECTABLE_ERROR
However the multiplayer cutscenes do not cause a crash.
Specs:
OS: Windows 10 w/ Latest updates.
Proc: I7 6700k
Ram: 32gb
Vid Card: Asus GTX 1070 ROG Strix w/ Latest Nvidia 388.31 drivers.
Have utilized Auto, Ultra, High, Med, Low video settings. Makes no difference. Campaign cutscenes crash me. ☹️
So I just stick to Multiplayer now. Utilize Nvidia's "Optimal" settings. Which is all Ultra in BF2. Game looks fantastic and runs smooth aside from the dang Campaign custscenes. *shurgs shoulders* I had this problem too, nearly unwatchable first cutscene due to lagging/stuttering. I used the console command "RenderDevice.RenderAheadLimit 3," and turned off the Origin and GeForce Experience overlays, and it's 97% better. Still get hiccups now & then, but almost never gets out of sync, no more than 0.5 second pauses.

I'm having the exact same issue. Has anyone found a solution for this yet? I called EA support and their generic support was useless.

I also used "RenderDevice.RenderAheadLimit 3":
In-game, open the console (which key that is depends on your keyboard, but probably either tilde (~) or the one next to the number 1 (`)) and type 'RenderDevice.RenderAheadLimit 3' (without the apostrophes) and press enter.

Thanks. But I had already given up and just watched the first cutscene on youtube. Strangely, the rest of the cutscenes have played ok in game, so the problem was apparently only with the opening scene. They should still fix this though. I'm sure a lot of people are just getting frustrated and returning the game, as I almost did..

I fixed the opening cinematic by turning off Filmic Effects. This only removes stutters from this particular cinematic while multiplayer remains with lag issues.
