Rumor menu not unlocking

Summarize your bug I'm past the Gyro mission, already seeing rumor markers on the map, but the rumor tab in the menu is still locked with "Continue story/explore to unlock". Can't be fixed with a game restart or accepting/finding additional rumors.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? No idea. Killed the rancor before talking to the villager...
What happens when the bug occurs? Rumor menu not unlocking
