PS4 Pro Video settings HDR slide adjustment not working

Summarize your bug The HDR brightness slider has no apparent useful range. There is only a difference seen between 0 and 2%. At 3% and higher the image is the same and fully white with no difference between the sides seen.

In what game mode did the bug occur? Galactic Assault
What is your time zone? EST (IET) - GMT - 5:30
Steps: How can we find the bug ourselves? Go to the video options and adjust the HDR brightness
What happens when the bug occurs? There is no range of adjustment and doesn't seem to be any effect in game regardless of setting
What do you expect to see? To see a change in the left side of image as the slider is moved. Would expect to end up with a setting +- 20 from 50% not 2%.

I am currently running a PS4 Pro connected to a Samsung UN65KS9800. I am running in Game mode which does support HDR. I have also tried running in standard HDR mode with no change with issue. I have tried running in game mode and turning off all of the automatic TV settings and functions in the picture configuration. I have several other games that support HDR and I verified that they are functioning properly with my current configuration but this in still not working with BF2. The picture seems almost washed out when viewing menus as if the settings are pretty far off. I have just left it at 50% for now.
