game keeps freezing and crashing on the 2nd planet once walking into the village

Summarize your bug Sorry if title isnt specific, basically I got to the 2nd planet and until then the game had ran fine. I then arrive at the 2nd planet and progress until just before you fight outside of the bar area. The game will either crash as soon as I reload from the save after crashing, crash during a cutscene or crash walking there. If it doesn't crash the frames drop to 0 and I will have to wait like 2 minutes for it to go again and it will just freeze again. Are other people having this issue?
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Play on the 2nd planet, trigger the cutscene just before you walk into the bar and that frog looking thing gets thrown out and then my game crashed, from there game quality has been poor and not improved despite 2 patches and also going through steps such as verifying files and reinstalling.
What happens when the bug occurs? Game crashes and freezes, frames are like one every minute.
What do you expect to see? Poor quality, no frames, crashes, audio not working or being jumpy.

16GB DDR4 Ram
Intel Core i5 9400f
2TB 7200RPM HDD
(sorry if forgetting anything else important)

I also tried various setting combinations and 0 have improved it in anyway, including everything on low.
