Xbox console controller not working in-game menus

Summarize your bug At meditation points the controller fails to navigate choices. It might give one directional input but no more. Gameplay has no issues but in menu it doesn't work. Can't select skills, perks, etc. Re-paired controllers. Tried different controllers. New batteries. Restarted console. Off then back on. Same issue.

Do you have anything else plugged in to the USB ports? A headset, a dongle for another controller, etc.? If so, unplug them and see if that helps. Thanks!
