As the swtor.com link you posted mentioned, it is based on when they (the guild leader) logs on, not necessarily how active/inactive they are. For instance, your GM could literally log-in for 1 minute every 4 weeks and that would be all that is required to retain the GM position. In such a scenario, the GM is by all measures "inactive" to the players in the guild, but to the program settings, his "timer" of 4 weeks of inactivity is reset upon log-in.

In short, you could try the following:

-Send an in-game mail to the GM asking him/her to pass leadership to another toon.

-If they do not reply or do not pass leadership, your best option would seem to be to join another guild.

    As the others already wrote, if your Guild Leader is inactive, just wait out the time and you will automatically receive leadership. If you are unsure how long he hasn't logged in, you can find it out in the guild window. Click on the small arrow next to "Guild Rank" and in the drop-down window, select "Last Played" (see screenshot). Then find your guild leader and see how many days he's been inactive.

    Also, keep in mind that there is a difference between free-to-play and subscriber guilds. If you are not a subscriber but the guild leader still is, he will keep the guild leader rank. So make sure that you are a subscriber, then it should work.

    Ah, didn't notice you could check to see the "last played" info - i feel slightly stupid now...

    The guild apparently is a "free to play" guild, although i am a sub myself, assuming this will change once leadership has passed back.

    The most important thing for you to be aware of as a guild leader is that only Subscribers may be guild leaders of Subscriber Guilds in Star Wars™: The Old Republic™.  If you plan to become a Free-to-Play player, you should prepare your guild for the transition by passing your leadership on to a guild member that plans to remain a Subscriber. 
     
    If you do not do this prior to your account status changing, the system will automatically pass guild leadership on to the highest ranked active Subscriber in your guild once your account changes to Free-to-Play. You will remain a member of your guild and will have Free-to-Play access to guild features. "
     
    If they are logging in and you are doing the same, you should see leadership pass prior to that 30 days if they are F2P (unless they are also a subscriber, and are logging into that character).
     
    Worth noting for the future as well once/if you get guild leadership back that the system is apparently set up to pass leadership to the next up subscriber, so if you and your partner are dropping subscription, you will want to prepare for that with the guild.
