Raid tickets and the daily guild activity are two different things. You earn tickets by spending regular and cantina energy. That can overlap with guild activity on the days where it's spending energy.
Fleet PvE energy does not count towards tickets, and this is WAI. Hope this helps.

Personal Raid tickets are earned by spending energy and cantina energy in battles and are not earned by completing challenges and squad PvP battles (since they don't require energy/cantina energy).
Just to be clear: You can check your personal raid tickets in the guild quest section, first quest there.
The daily guild activity is the second quest within the guild quest screen and is changing every day.
