Sometimes the round is counted only when you play both defender and attacker part of the map. So 2 rounds on one map = 1 round in the challenge.

Well, sometimes it seems that way, but it counts every round. The problem is the saving of the progress. This means you have to actually play all of them together without quitting into the menu and waiting for the quest to disappear.
However, its still a bug, no matter whether it counts both rounds for each faction, or that you have to complete them together. If either of these is the case, then it should be exactly stated in the milestone description.
- Sometimes it counts when you join in a game as 1 of the 5. Happened to me last night. Sometimes the count is not included between rounds, but catches up after the next one.
Just like when you launch the game, there is no crate, it takes a few more seconds to record all the scores and award all the points. Like the servers are over taxed, too many players or not enough bandwidth. - @NavarDerth is correct.
