Installing dx9.0c isn't exactly a work around it is a 'requirement' of the game...

When the game was developed it was built using DX9 as its core... with the later models video cards, they install DX10 or 11, both of these DirectX versions do not contain the files for DX9; Instead they emulate/pretend that they have them using/creating more processes and issues.

It is an oversight of Microsoft to not included these files as they are still to this day used in many popular games.
