Steps: How can we find the bug ourselves? Use a stopwatch to time various ability cooldowns for troopers both with the Resourceful star card equipped, and without it. Abilities I tested were Combat Shield, Sentry, Supercharged Sentry, Impact Grenade, Infiltration, Hardened Infiltration, Personal Shield, Battle Command, Recharge Command, Blaster Turret, Disruption, Vanguard, Slug Vanguard, and Toughen Up.
What happens when the bug occurs? Only 10% cooldown reduction occurs when using the Resourceful star card.
What do you expect to see? 28% cooldown reduction.

I first noticed the bug sometime in July 2019. Im not sure of the exact date. I have retested ability cooldowns periodically since then and the card is still not working properly.
