Level is only one requirement
For main quests, you need to have done the previous quest for the next to appear
Here is a list of all Main Quests
These have to be done in order

Two And A Half Sims Quest
Ocean View Estate Quest
The Mysterious Island Quest
Raiders of the Lost Artifacts Quest
Need for Steed Quest
A Quest For Toddlers
It’s All Going Swimmingly Quest
Hidden Unicorn Quest
In Da Clubhouse Quest
Preparing for Preteens Quest
Sous Judgmental Quest
An Alien Concept: Weather Machines Quest
^^ That is the quest you need to finish before you get to build second floors
Multi Story Renovations Quest

Higher Education Quest
The Pirate and His Goddess Quest
Road To Fame Quest
Adulthood Quest
Ghost Hunters Quest
Seniors Quest
Bird Feeding Quest
In Stitches Quest
Life Dreams and Legacies Quest
This is not a race, you can have earned enough XP and reached top level (55) and still not have the quests because you have not done the previous
That is normal, there is nothing wrong with waiting to do quests you don't want to do right now
Personally, I've been on level 55 for 2 years and since I don't care for the timelimited prize from the Road to Fame quest, I've taken a break, a looong break, to mostly do events and putting the Main quests on hold. I'm still not sure I want my sims to grow old and die, hence my reluctance to progress.
If you like to read ahead and get tips, I recommend The Girl Who Games blog
There you can see the quests, what needs to be done, how many sims you need and can plan out the quests
