Pretty little planters quests unlocks the second floor of the mall. The Sunset Mall quests is the one you need to unlock the mall.

You will need to contact support. You can do this through the game app menu. Just click on the question mark selection and fill out the form that comes up.
I tried that maybe 15 times. Nothing ever happened! When I visited my neighbours mall, it gave me makeup artist hobby event, fashion hunter hobby event and pretty little planters quest. It even gave me all the clothes my neighbour had acquired from the mall. When I went back to my town I didn't have the mall built, and I couldn't build the mall without completing pretty little planters, but I can't complete pretty little planters until I've built the mall. Also I cannot build sorcerous supplies store, deer Spring falls, castle or sim town express and I cannot complete any other discovery quests. When will the game realise I don't have the mall! Can you see if they will fix this in any up and coming update?
