It should cost resources. If you don't have enough resources it will cost LPs. Just ignore NPC who need help with the car or any other workstations you haven't built yet until you have enough resources to build them. They will go away eventually. One of the things I did to gain more resources is to have two different sims do the occupation. Since you can only have two sims specialize the other two workers workers only used the three main workstations. The key here is to not send your specialized sims to work while you are collecting resources with the lower two. If you do you will end up with a NPCs your lower level workers can't help.
