Yeah, again, speaking as someone who works for a non-game software company...
They would need to compile the game to run on iOS and also block devices that aren't powerful enough, and they might also need to tweak it so that it works with touch, and honestly they already have Sims Mobile and Sims Freeplay that run on iOS. So that would be a lot of work to create a product to compete with their other products in the iOS market.
Also, iOS and android games usually take into account a different use pattern where the user will play the game while waiting in the parking lot, or standing in line, or waiting for an appointment, and they'll be randomly interrupted. The Sims 4 is intended to be played by a user sitting down in front of a PC/laptop/Mac/console and devoting their full attention to what they're doing.
