Yup, like i said i have everything freshly reinstalled, with no mods and i have the base game, i don't own any stuff packs, game packs nor ExPacks
So i used new sims with no skill at all and made them read different lv 1 book and none of them work properly ( the option to read them is not even available, i have to click on the bookcase and select a book using the "Open" option for them to even read it ) , and when they reach 100% from normal item usage like the oven it take a while before they lv up, the green bar is "bugged" above their heads for a good 5 minutes "real life time" before it lvs up.
It seem like their last patch kinda made the skills overall kinda janky.

I have a similar issue which might throw light on this. I have all packs (expansion, stuff, pack) installed but sometimes I play with all the packs disabled. Since the patch update, if I have the all the packs enabled the skill books work fine. If I have them all disabled, the skill books do not work as described by other people on this thread. The skill doesn't increase as you would expect, the bar doesn't show, if the book is on a table or other surface there is no option to read etc. If I play the same save with all the packs enabled, the skill books work as you would expect. It seems that skill books might only be working properly when all the packs are installed.

So it sounds like it's a pack issue.
Could everyone list their packs ?

Why would a normal book have any issue, if Sim can read books of any genre incl. skill book from the bookcase. The difference with the skill book is that with this one Sim can read a book but doesn't learn a skill from it now. Why would you test with a Sim who already has skill level 5 and can be bored from reading book of skill level 1, why not pick another Sim without a skill at all and look at it again. Besides as I have said there will be no option to me to read a book at last. I mean no Option "Read ....book" at all for a skill book. Sim would read a book a while, no skill would open up, no skill will be progressed. When I cancel action, after that the read option disappears.
If a skill book works in your game, that means or you didn't updated your game on March 8 2018, or you have a DLC, when another people with skill book issue, don't own those DLC. I suppose a base game feature like learning skills via skill book should work without a particular DLC installed.
Why would be here needed to create another topic when this one is perfectly clear "Sims can't read books or learn skills from them" and topic is about the skills books because we can learn skills only from skill book and no any other book of any other genre. I don't see any confusion here.

I have all packs installed, but my problem occurs when I disable all packs. I did a random disabling of go to work, get together, dine out, jungle adventure, cool kitchen, spooky and romantic garden and the skill books did not work. From this small test, I think skill books are not working unless you have all packs installed.

Maybe I'm misreading this first error report but that book on the table doesn't look like a skill book to me ? Unless it has the wrong cover ? They way I understand OP, they have issues with all books, hence my request. It could be a language issue on my part though.
Also, I've tested a lot of scenarios. Just repeating what I'm seeing.
Edit: I've disabled a few for now and it's still working. Looks like a certain pack might enable them to work correctly.

You don't need any packs to read and gain skill exp from books.
Unless they made it intentional with their latest patch, which would be outrageous...
Forcing us to buy Expack to get features back that was there in the base game in the first place.
It probably just a small issue, and they will probably fix it in the few upcoming days, but if it is an issue that occurs only if you own the base game, i wonder how willing they will be to fix it quickly, since not that many people just have the base game.
More report will make them aware of that bug.

Narrowed it down to EP01 = Get To Work.
Looks like, if you have that, your good, if you don't, you have the issue. I'll do further testing thoughAnd the read interaction is missing on all books for me just as OP posted so I think everyone in here just misunderstood my question which lead to the confusion.
EDIT: Yes, further testing confirms. Disabled all but GTW = Skill books working, Disabled GTW only = Skills Books not working
It does make sense that it's this pack as they fixed an issue with retail and books.

I don't have Get To Work ... and can't afford to buy it at the moment just to get the skill books to work LOL
Also I think the reason we all commented here instead of a new thread is that the title states the OP can't learn from the books

On chat with EA Support. They are saying this won't be resolved until the next patch and I need to buy the expac if I wanted to fix it faster. UG

The EA support dude I just talked to says the more bug reports in the faster it gets fixed, but that it's not slated to be corrected until the next patch unless there's enough of a reason to fix it faster.
Edit(crin) Please do hit me too in this thread. Bug reports should be made in the forum and me too is the best way to show how many people have the issue. Please do not spam support with bug reports. I'm guessing, they probably meant at the bug forum.

My issue is that it's with ALL books. Both regular and skill books. In the screenshot I posted, it's a vampire lore skill book. But it doesn't matter what book it is; for both regular and skill books I don't get the 'read' option and on skill books I don't get the skill bar.
by the way, when learning skills from anything, does anyone else notice if the green bar above a sims head goes up and then drops suddenly and then goes back up and drops a bit again and then when it get's to 100% it doesn't level up and then sometimes drops again and goes to almost 200% before it levels up? It does this a lot on my game, even before the update.
- I have this issue as well, and I do not have the Get to Work expansion. There is no 'read' option from regular or skill books and no green bar over my Sim's head when she reads a skill book. Please fix this issue, some of Sims can't complete steps for aspirations or learn skills.

And it is not only skill books, it is all skills in general, from general object, interaction or activities.
The bug happen randomly and to fix it i need to exit out the game and restart it. Just getting out of the lot doesn't fix it.
It is getting annoying :/
- crinrict8 years agoHero+The going over is a very old issue. It was fixed a while ago and still happens for toddlers. Maybe it still happens for certain combinations of EPs.

Crin, about the link I had posted ... the EA support man gave me that link and told me to encourage others to use it. He specified that they needed bug reports

@Belsymne I had talked to the CM here and they said they rather have just reports here.
I'll talk to them again but in my opinion there's no need to contact support for this. QA checks the post here and if you guys need to get in line just to report it, I think it's a waste of everyone's time. - Anonymous8 years ago

Not sure what happened, but sorry for the confusion. There's no need for you to contact our advisers if you have already posted here in the forums.
Our advisers will be happy to take your bug reports if you prefer that method, but in general is better to report here in the forums: it's faster as you don't need to wait for one of our advisers to be available, easier as you can just find the thread for your bug and press 'me too', you can share information with other players which is always helpful (for example, you found out not having GTW causes this) and our QA team can talk with you directly here in the forums if they need more information to investigate the problem.

Me Too I'm having the same problem since the last patch update and I don't have Get to Work Expansion Pack.
