Huh, yeah I found the same thing. I know lots of games have issues where somewhat rare binds aren't supported out of the box, this seems to be the case here. I think this is something that would need to be adjusted  in a patch, unless you could use another solution outside of the game to have mwheeldown interpreted as another bind. It's a bit convoluted, but it's the only thing I can think of right now.
