Which language are you playing the game in? English

How often does the bug occur? Every time (100%)

What is your current game version number? 1.102.190.1230

What expansions, game packs, and stuff packs do you have installed? Only Base Game. No mods. No CC.

Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

Steps: How can we find the bug ourselves? 

1. Open a flower seed packet. Flowers in your Sim's inventory.

2. Make your sim walk to somewhere outside of a lot's editable area (e.g. the sidewalk or roads in the neighborhood).

3. Select a flower in your Sim's inventory. Choose "Place in World".

What happens when the bug occurs? 

The flower will stuck there forever! You can't pick it up even with Cheats!

This bug has been around for several years...

In addition to what I said above, if your sim digs up a treasure map (like near the default park in Oasis Springs), and you click on its inventory and choose "Place in World" immediately, the treasure map will stuck there and you can't pick it up. It's similar to the flower issue.

I know you can move those stuck objects with some mods out there, but I think EA really should fix this bug! Not to mention console players can't even use mods.

If you Google it, you will find that many Sims 4 players have encountered this issue a few years ago, but this bug still exists to this day!!
