The patch seems to have reset the display of how many bits & pieces you have, but they're still there. I resurrected a couple of my backup saves to see how many I had before I traveled, but every one of them said I have zero bits & pieces on my home fabricator. So I don't think you need to travel at all. I had several thousand of each before the Sep 3rd patch.
So, to answer your questions - Yes, you can get new ones; And no, they're not really disappearing after loading/traveling, but the display will always say you have zero quantity.
Here's how I came to that conclusion -
On my home lot, the Fabricator said I had zero bits & pieces. After traveling from home lot to the Community Garden lot, the Recycler also said I had zero:
I did 3 batches of recycling at the Community Garden; each time it registered that I was receiving bits & pieces in the bottom left corner of the screen (my screenshots only captured both amounts once, but I got both bits & pieces each time)
I was able to choose & fabricate the Outdoor Trellis, even though the Fabricator also said I had zero bits & pieces in the hover; it did show that I had enough to do them in the fabricate menu. (Side note - as usual, my sim was unable to complete the fabrication because of another bug & so I had to reset the fabricator. It may have returned the bits & pieces to my inventory, but did not show any refund)
When I traveled back to the home lot, the fabricator hover showed zero bits & pieces, but the fabrication menu says I have enough to fabricate the trellis again:
So, it appears that the Display is not counting the bits & pieces, so it looks like they've disappeared. However, there is nowhere that I can find to tell you how many you actually have. I know I had at least 8,000 of one and maybe 4,000 of the other, but since I had so many I really never paid much attention to it. I can find nowhere that tells me how many the game thinks I have right now, so it's possible that I have lost some, but I haven't lost all of it because I can still fabricate everything. That's why I'm concluding that the display is wrong, but the parts are still there.
All testing in Win 10; Base Game + EL, NK, DD & freebies; no CC / Mods, never used
