[NEEDS SAVES] [CD] Stray animals not populating with lot trait

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.68.154.1020
What expansions, game packs, and stuff packs do you have installed? All except a few stuff packs.
Steps: How can we find the bug ourselves? When enabling the cat hangout or dog hangout trait on a residential lot.
What happens when the bug occurs? My lot does not populate any strays. I tried going to the public lot in brindleton bay to find cats for my pet to mate with. When I arrived, no cats were to be found and they did not populate even hours after waiting there.
What do you expect to see? I have played with this pack before and had no issues. This started happening at the beginning of this year (2020) and I haven’t found any other forums discussing this. Please give me personal advice rather than routing me to another page.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

No strays will populate on public or private(residential) lots.

    Steps: How can we find the bug ourselves? By adding the lot trait "cat hideout" or "dog hideout" to trigger stray cats and dogs to spawn on lot. Each time I have added either of these traits to a lot they never work. I have saved, closed game and relogged to see if needed to be triggered that way and still nothing. However, it seems to still work in The Sims 4 Pets World but not all the time.
    What happens when the bug occurs? Stray cats and dogs do not spawn on lot with set traits
    What do you expect to see? No strays spawning on the lot with relogging.
    Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
    Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

    I'm not sure how long this has been broken but for some amount of time the "dog hideout" and "cat hideout" lot traits have not been spawning pets once assigned. I have tried this in all of my worlds and cannot get it to work in any of them. Each time I assign the trait to a lot, I save the game, close and re-launch the game. When I reload in, the trait is still broken and I cannot get it to trigger. However, when testing this I did find it worked sometimes in Brindleton Bay from the Pets expansion.

    @allysonmcrist How long did you wait? The cats and dogs only spawn at certain times (can't remember the exact times right now) and it might also affected by how many Sims currently are on the lot.
  • A full in game week. I tried it on a residential lot to see if there were too many sims on the community lot and unfortunately can't get it to work.
