[CL] Noisy Neighbor: Neighbor doesn't appear after knocking

Steps: How can we find the bug ourselves? Move a Sim into one of the San Myshuno apartments and wait until nightfall. Neighbor noise will start.
What happens when the bug occurs? My sims are given the option to either knock politely on the door or beat on it. I had one of them knock politely, the other beat on it. After each performed the action, no one came out of the apartment to talk to them, but the option to interact with the door disappeared. The noise sound and animations disappeared, but the sims could not sleep with the message, "It's too noisy for them to do that right now." They also retained angry moodlets as though the noise were still occurring.
What do you expect to see? I expect a neighbor to come out so my sims can interact with them and get the noise shut down.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I didn't have this issue with the game a few months ago, but I have since bought several new packs, and there have been several new updates and patches. I have never used any mods or CC. My game has also had another bug I'll detail in a different report. I have repaired the game from the Origin website several times to no avail.
