Moving someone in should give them the option to pay it on the computer
did you use that sims phone to see if the option pay bills shows up there ?
see if crins tip here can help Maybe if you travel a few times they get unocked. It seems they get locked when you travel to another lot but should get unlocked on your home lot.
there is no option to pay bills on the phone and the computer is unusable because there is no power. there is no power no matter where the sim goes! I've moved them out and I've had her travel but the bills remain in inventory and the action to pay bills cancel itself. I will try to make her go to other lots and come back or perhaps separating her from the family.

There's a cheat code for it!!! ctrl+shift+c and type in households.autopay_bills
that let's you off the hook until you have to retype it in when the cheats reset again... which they do everytime your location loads
