I also have this problem. Three Agathas generated into homeless sims under different last names in the Manage Households tab. At least two of them were able to give the same tasks as the original NPC Agatha.

I had no mods or CC.

    All of a sudden, I've got two Agnes Crumplebottoms running around. Both showed up for one of the fairs and both have Garden Shop Owner showing above their head. However, one is an adult and one is an elder. So, no idea what that is about.
