In-game world lighting very broken

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? All except Batu, Paranormal, all of the kits and dream home.
Steps: How can we find the bug ourselves? Going to any lot that is pulled from the gallery.
What happens when the bug occurs? The world lighting is broken and casts large shadows that are movable with the camera.
What do you expect to see? The world lighting is broken and casts large shadows that are movable with the camera.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
My in-game world lighting is super broken. I found another post about this here that seems to not have been resolved since last year:
I first noticed this in Sulani but thought it was due to a mod but after taking everything out and clearing my cache it still happens.
I broke apart some sims and moved them to Henford, imported a house from the gallery and it started to do it as well. Before the latest patch I noticed I could fix it by leaving the lot, going to another one that came with the pack, and going back to my lot. But now when I do that and press play/live mode, it breaks again within a few seconds.
