[IL] Unable to cook together with Sims who have the Sulani Mana trait

How often does the bug occur? Every time (100%)
What is your current game version number? 1.77.146.1030
What expansions, game packs, and stuff packs do you have installed? Island Living, Realm of Magic, Snowy Escape, Backyard Stuff, City Living, and Discover University.
Steps: How can we find the bug ourselves? Have (at least) two sims in a household, one sim without the Sulani Mana trait [Sim A] and one with the trait [Sim B]. While controlling Sim A, click on an oven/fridge/counter and try to select the "cook together with..." option and try to cook together with Sim B.
What happens when the bug occurs? When trying to cook together with Sim B as Sim A, Sim B's icon won't appear in the cook together menu. Furthermore, if Sim A and Sim B are the only sims (that know each other) in the household/on the lot, the cook together option won't even appear.
What do you expect to see? Sims being able to cook together with any other sims they know.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
Note: If you try to cook together as Sim B with Sim A then it will work with no issues (that I've seen). However, even if you're controlling Sim B you still cannot cook together with any other sims that have the said trait. But, you can invite Sim B to cook and they will come over and give instructions or whatnot (at least I assume that's what it is because they're not holding a book or preparing ingredients but are still talking to the sim that invited them to cook).
I've already tried the same save without mods in both the same household and a new household. I also tried a new save altogether without mods, and finally tried a brand new folder altogether that never had mods and without cheats (no cheats was probably a tad overkill but oh well). I've already tried repairing, updating, clearing the game cache, and clearing the origin cache, and still encountered the bug.
For those who don't know about this trait:
Sulani Mana is a hidden trait that the Sulani Elementals have. The Sulani Elementals can be summoned by any sim who has the Child of the Island trait. The Sulani Mana trait allows the sim that has it to summon a volcanic bomb (like what you would see during a volcanic eruption if your lot has that trait) and the ability to use "The Gift of Sulani" on any plant which allows the chosen plant to skip to the next growth/evolution stage.
