The houses in the gallery aren't free.... You have to cheat using motherlode in build mode (ctrl, shift, c then type 'testingcheats true', then 'motherlode') this gives you 50,000 simoleons every time you do it.

when you're in the gallery, click on the house you want to download and around the description area there will be a price.
