Green Smelly Weeds / Plants Off Lot

Steps: How can we find the bug ourselves? Set plants near perimeter of lot near outside boundaries, tend to them a couple times, then move them to a new area.
What happens when the bug occurs? There is a forever smelly green weed stuck on the outside of the lot. I cannot interact with it. It does not go away with the seasons. It had at one point spawned a new one in a different area but that one disappeared on its own. The one that disappeared was also ON the lot, so that was probably a huge factor.
What do you expect to see? A weed/dandelion with green clouds coming from it
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
