Ask to be Woohoo Partners is Always Rejected without Romance Bar

What expansions, game packs, and stuff packs do you have installed? All packs. Kits: Desert Luxe, Carnaval Streetwear, Moonlight Chic
Steps: How can we find the bug ourselves? Have two sims with full friendship bar and no romance bar. Ask to be woohoo partners.
What happens when the bug occurs? They're always rejected.
What do you expect to see? Not always being rejected.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I tried having two sims asking over 20 times by now (I go out without saving in between, since there's a cool-down on asking to become woohoo partners), and I let them take turns asking. They always reject it. The weirdest part is that the sim who's getting asked looks like they're agreeing to it and they often also say "yibs" (which means "yes"), but then the other one looks like they thought it was awkward and get a moodlet about getting rejected.

So far I've only had sims accepting it if they have a high romance bar. If they have a low romance bar the option doesn't appear at all even if they have a full friendship bar.
